A very simple one;what is there to look at or to wait for around?..
I reckon its for people just walking by. It was on a street separating a brick wall and a parking lot. I was so surprised to see it there. It's in an older neighborhood so maybe it's for older folks who like to walk around the block for exercise. Or, maybe it is a school bus stop where there would be no markings. That's why I took its photo -- seemed kinda out of place to me. . .
